State of Missouri looks to new roadmap for statewide enterprise resource system

Revised software system will manage day-to-day business functions of the state

JEFFERSON CITY, MO, -- Missouri Office of Administration Commissioner Kurt Schaefer announced today that the State of Missouri is modifying the scope of the Missouri Vital Enterprise Resource System (MOVERS), reducing specific features, requirements or objectives from the project's original plan.

Enterprise resource planning refers to software that organizations use to manage day-to-day business activities, such as accounting, procurement, human resources and other functions. The software typically integrates and manages core business processes in a single centralized database, which improves efficiency by reducing duplication, errors and administrative time, and provides faster reporting and analytics.

“Much has changed since the inception of this project eight years ago,” said Schaefer. “This process started before COVID, and there have been significant advances in technology since then, not to mention increasingly sophisticated cybersecurity threats.”

The move comes as a result of Governor Mike Kehoe asking newly appointed Commissioner Schaefer to evaluate how effective the State of Missouri’s expenditures were on the software system, which is still under development.

“I took an objective look at avoiding unnecessary expenses and the potential benefits to all Missourians,” said Schaefer. “In working with Governor Kehoe and his team to evaluate what’s best for Missourians and the best use of taxpayer dollars, we determined the best path forward was to save the valuable and useful pieces that are already in use and move forward with a new plan.”

The path forward will include a roadmap of what the State of Missouri needs to move toward a new system. Members from Missouri’s Office of Administration leadership have met with other states that are similar in budget and size to Missouri.

“Thanks to significant time and effort of many talented state team members on the project, we have learned and will continue to develop the necessary protocols and data the new system will require,” said Schaefer. “What team members have already developed will be invaluable going forward in planning the new system. I want to thank these team members for their efforts and their continued work on the MOVERS project.”

The State of Missouri has already begun taking steps to move forward, according to Schaefer.
