NETCOM renames network enterprise centers to reflect evolving cyberspace mission

FORT HUACHUCA, AZ. — The U.S. Army Network Enterprise Technology Command (NETCOM) has renamed its network enterprise centers to reflect changes in how the command delivers cyberspace and information technology services across the Army.

Network Enterprise Centers, known as NECs, are now U.S. Army Local Cyberspace Support Centers, or LCSCs. Regional Network Enterprise Centers, known as RNECs, have become U.S. Army Regional Cyberspace Support Centers, or RCSCs.

The new names reflect an evolving mission and new organizational structure as NETCOM realigns capabilities at the local, regional and enterprise levels.

The changes are part of NETCOM's implementation of the Army Transformation Initiative, a comprehensive transformation strategy announced in the Army's "Letter to the Force: Army Transformation Initiative."

Under the plan, NETCOM is realigning functions to place capabilities at levels where they can be delivered most effectively for the customer. Functions requiring hands-on support remain at the local level, while enterprise capabilities that can be consolidated are moving to regional or centralized organizations.

The approach is designed to reduce duplication, take advantage of centralized capabilities, and allow local organizations to focus on supporting commanders and customers at Army installations. The transition from NEC to LCSC reflects that local focus.

LCSCs will continue providing hands-on support at installations while serving as the local connection to NETCOM's regional and enterprise capabilities. They will maintain support for unique installation requirements and focus on responsiveness, customer engagement, and the needs of senior mission commanders.

RCSCs will provide support across broader geographic areas, consolidating functions that can be performed regionally and providing capabilities across multiple installations. NETCOM has begun implementing the organizational changes in phases.

During fiscal year 2026, the command completed the first phase by consolidating CSC functions and identifying functions requiring hands-on support to improve the support of local organizations. The effort focused local personnel on tasks requiring a physical presence at an installation while moving other functions to the appropriate higher echelon. As fiscal 2027 begins, the second phase focuses on consolidating regional functions and expanding regional coverage across the NETCOM global enterprise. This effort will centralize the execution of tasks that do not need to be performed separately at each installation.

A third phase is being developed as NETCOM aligns resources with emerging and evolving mission requirements. That phase will further integrate installation IT infrastructure with centrally delivered enterprise services while maintaining theater-focused support to commanders.

Throughout the transition, NETCOM will continue providing IT and infrastructure services to installation customers while operating, maintaining, and securing the Army's portion of the Department of War Information Network. The transformation also supports the Army's broader network modernization efforts and the continued development of a unified network capable of supporting emerging warfighting requirements.

The transition to LCSCs and RCSCs is intended to better describe the organizations' roles within that environment. Rather than operating primarily as individual installation network centers, the organizations are improving direct customer engagement while becoming increasingly connected to regional and enterprise capabilities that can deliver services across geographic boundaries.

For many Army customers, the most visible change will be the name of the organization providing their support. The larger change is occurring behind that name as NETCOM restructures how capabilities, expertise, and services are delivered.

As the Army continues to transform, NETCOM will continue to adapt its organizations, workforce and capabilities while maintaining its responsibility to operate, secure and support the Army's global network.
